Scallops

Reconstitute vermicelli and make some cuts with a pair of scissors
Wash scallops to remove grits
Finely chop garlic
In a pan, heat cooking oil and half of the garlic slowly until brown
To the pan, add the remaining garlic and remove from heat
To the pan, add soy sauce, oyster sauce, white pepper and sugar to make garlic sauce
In a sauce bowl or the shell, stack vermicelli, scallops and garlic sauce from bottom to top
Steam over high heat for 2 minutes, turn off the heat, and steam for another 5 minutes
Garnish with green onions and serve
