Reconstitute vermicelli and make some cuts with a pair of scissors #. Wash scallops to remove grits #. Finely chop garlic #. In a pan, heat cooking oil and half of the garlic slowly until brown #. To the pan, add the remaining garlic and remove from heat #. To the pan, add soy sauce, oyster sauce, white pepper and sugar to make garlic sauce #. In a sauce bowl or the shell, stack vermicelli, scallops and garlic sauce from bottom to top #. Steam over high heat for 2 minutes, turn off the heat, and steam for another 5 minutes #. Garnish with green onions and serve
